Hong Kong airport to strengthen global cargo leadership under new policy plans

Hong Kong International Airport (HKIA) is set to expand its role as one of the world’s leading aviation hubs, following new measures announced in the Chief Executive’s 2025 Policy Address.

The Airport Authority Hong Kong (AAHK) welcomed the government’s backing for initiatives to accelerate route expansion, deepen intermodal links with the Greater Bay Area (GBA), and consolidate HKIA’s status as the world’s busiest cargo airport.

As part of the strategy, AAHK will press ahead with the development of the HKIA Dongguan Logistics Park, described by the Chief Executive as the most successful example of GBA co-operation.

The park, which began development in 2023, enables international shipments to undergo security checks and acceptance in Dongguan before being transferred directly to HKIA by sea for onward air transport.

Once fully operational in 2027, the permanent facility will handle around one million tonnes of cargo annually, cutting costs for shippers and reinforcing HKIA’s leadership in global freight.

AAHK said it is also harnessing cargo data through its HKIA Cargo Data Platform to support digital trade financing, further enhancing Hong Kong’s role as a logistics and financial hub.

Vivian Cheung, Chief Executive of AAHK, said: “With the commissioning of the Three-runway System last year, the phased opening of the new Terminal 2, and the full-steam development of SKYTOPIA, the airport has entered a new phase of expansion.

“We will continue to work hand in hand with government and the airport community to achieve greater success for HKIA.”

In addition, the government has pledged to expand bilateral air service agreements and air traffic rights, while AAHK has secured Hong Kong’s hosting of Routes World for the first time. The event, opening next week, will draw more than 790 organisations from over 110 countries to discuss future network growth.

Alongside its cargo ambitions, HKIA is developing SKYTOPIA, a world-class “Airport City”, which will include Hong Kong’s largest yacht marina and expanded facilities such as a regional gold reserve hub.
