Chapman Freeborn, the global aircraft charter specialist and part of Avia Solutions Group, has introduced a new in-house Import Control System 2 (ICS2) declaration service to support companies moving cargo into or through Europe.
The service, developed by Chapman Freeborn’s specialist team in Germany, has already been implemented across Avia Solutions Group and is now available to external customers, including shippers, freight forwarders and logistics providers that do not have their own ICS2 capabilities.
Simplifying mandatory ICS2 requirements
ICS2 is the European Union’s advanced cargo security and data system, requiring detailed shipment information to be submitted via an Entry Summary Declaration (ENS) before goods enter or transit the EU, Switzerland, Norway or Northern Ireland.
This data is used by customs authorities to assess potential security risks ahead of arrival, with the regulation applying across all transport modes, including air, sea, road and rail.
For many companies, particularly those without dedicated systems or trained personnel, managing these declarations can be complex and time-consuming. This is especially critical for urgent, sensitive or high-value shipments, where delays or incomplete data can disrupt the entire logistics chain.
Chapman Freeborn’s trained German team now handles the preparation and submission of these declarations internally, reducing reliance on third-party providers and limiting the number of parties involved in managing shipment data.
Enhancing efficiency for time-critical shipments
James Gilliard, Vice President Cargo Sales Europe at Chapman Freeborn, highlighted the operational benefits: “Many customers understand that ICS2 declarations are required, but they do not always have the systems or resources to manage them, particularly for last-minute shipments.
“By managing the process within the same team coordinating the cargo movement, we can identify missing information earlier and help ensure a smoother flow.”
The introduction of the service integrates compliance into Chapman Freeborn’s broader cargo planning and coordination process, providing customers with a more streamlined and efficient approach to meeting European import and transit requirements.
