Hactl Earns Top-Tier IATA Security Certification, Sets New Standard for Cargo Safety

Hong Kong Air Cargo Terminals Limited (Hactl) has become one of the first cargo handlers in Asia to achieve Operating Status—the highest possible level—for new participants in IATA’s Security Management System (SeMS) programme.

This top-tier certification follows a rigorous on-site assessment by IATA auditors, evaluating Hactl’s performance against SeMS’ six core pillars:

  • Corporate Commitment and Governance

  • Resource Management

  • Threat and Risk Assessment

  • Quality Assurance and Control

  • Emergency and Incident Response

  • Security Documentation

In a notable move beyond the mandatory framework, Hactl also voluntarily addressed the Cyber Security and Insider Threat component—demonstrating its commitment to tackling modern and evolving risks in air cargo operations.

According to IATA’s audit report, Hactl showcases a mature and proactive approach to aviation security, with security seamlessly embedded across operations. The company was praised for its robust governance, strategic risk planning, and cross-departmental collaboration that drives a culture of transparency and continuous improvement.
